Introduction

The conventional breakdown mechanism will be reviewed in this chapter along with measurements of atmospheric density and conductivity. A possible relaxation time profile will be determined from the ion conductivity and electron density and mobility. The primary contribution of this chapter will be the application of a uniformly charged disc model to show how the breakdown threshold would depend on the height and dimensions of a discharge. The transition of breakdown to propagating ionization waves, or ``streamers'', will also be reviewed.
